Hazem Aly is a former Acting Chief Legal Counsel and Senior Legal Counsel for Legislation, Regulation, and Policy at the Central Bank of the UAE, where he played a pivotal role in shaping the UAE’s financial regulatory framework. He led the development and implementation of landmark legislation and regulations, including the Central Bank Law (incorporating the CBDC framework), the eKYC Law, and the Open Finance Regulation.
He served as a member of the Central Bank Supervisory and Regulatory Committee, advising on high-impact regulatory and supervisory initiatives, and provided expert legal counsel to the UAE Ombudsman on regulatory compliance and complex dispute resolution matters. He also acted as Legal Counsel and Board Secretary to key financial entities under the CBUAE, including Al Etihad Payments Company, NUMW Holding Company, and OUMULAT Company.
In parallel, Hazem brings extensive arbitration and disputes experience, having acted as an independent arbitrator and advisor on complex FIDIC-based infrastructure disputes for Abu Dhabi Airports. He is a registered arbitrator with multiple international arbitration institutions and serves as a Faculty Member at the Chartered Institute of Arbitrators (CIArb) in London and the SCCA Academy. He is a member of the Arbitration Committee at the Abu Dhabi Commercial Conciliation & Arbitration Centre, a former judge in Egypt and the UAE, and holds an LL.M. from Harvard Law School.
