Dr. Fabien Roques is an Executive Vice President and leads Compass Lexecon’s EMEA energy practice. Fabien’s expertise spans a range of economic and financial issues across oil, gas, electricity and carbon markets. Fabien has served as a damages and industry/regulatory expert witness in more than 20 international arbitration proceedings, including both commercial and investor state disputes. Over the past 25 years, Fabien has worked on a wide range of energy infrastructure related cases for clients across Europe, Africa, Asia, the Middle East and South America. Fabien has deep expertise with energy market modelling and contracting structures in the energy industry, including oil and gas contracts price reviews, infrastructure and transportation assets, as well as the specific issues related to PPAs in the electricity sector. Fabien has also been involved in a range of environmental and emission disputes. Fabien has held positions with the International Energy Agency / OECD where he advised governments on regulatory practices and with the consultancy IHS Cambridge Energy Associates. He holds a Ph.D. in Economics from the University of Cambridge and an M.Sc. in Engineering from Ecole Centrale Lyon.
